I find myself compelled to address the issue of the “NTC H-Barracks” proposal, as mentioned in the City of San Diego Comprehensive Shelter Strategy dated June 8, 2023. I urge the city to understand that this isn’t just about numbers or logistics—it’s about the soul of our city. Please give genuine weight to the voices of your constituents.
Here’s what’s at stake:
- Health Risk to Unhoused: The NTC H-Barracks is practically in the lap of runway 27, meaning unhoused residents will be incessantly battered by aircraft noise. We’ve spent a fortune mitigating noise in less affected areas. Having people living in tents adjacent to an active airport runway is reckless and cruel.
- Airport Risks: It’s alarmingly close (0.2 miles) to International Arrivals and Terminal 2. It’s not hard to imagine the chaos that could ensue—homeless individuals disrupting airport operations, with potential security breaches that could cripple our airport’s functionality. If there’s even a single security incident at the terminals, we’re looking at large-scale shutdowns.
- National Security Concerns: A mere 5 minute walk from the Naval Information Warfare Training Group San Diego. This isn’t just a local issue—it’s national security.
- City’s Image: Daily, countless visitors, locals, and military heroes traverse this route. Placing a camp here tarnishes the face of San Diego. Our city deserves to be seen in its best light, not through the lens of a misguided initiative.
- Child Safety: The surrounding area is a bastion of family life, brimming with schools. By placing an encampment here, we’re tossing children into proximity with the unhoused, some of whom battle mental health and addiction issues. We’re setting the stage for conflict, trauma, and potentially irrevocable harm to innocent children.
- Emergency Services Strain: The potential increase in incidents will drain our already stretched thin emergency services and law enforcement.
In essence, the NTC H-Barracks site is more than just unsuitable—it’s a potential powder keg. It’s not just about the immediate inconveniences, but the profound ripple effects it could have on our communities, our children, and the very essence of San Diego. I implore you to strike this location from the Shelter Strategy and funnel our resources into more fitting solutions for our unhoused citizens.
